August 8, 2018 Ethics Training at 12:30 p.m. The city does a code of ethics for public officers and employees/article II, section 8, open meetings (sunshine law), and public records training.

September 11, 2018, at 4:17 p.m. “Bob Bowcock emails the city asking for a meeting with the City Manager, staff, councilmember… “ whomever you think would be appropriate.” Florida Health Connection is CC’d in the email along with Erin Brockovich.

September 16, 2018City Manager, Courtney Barker, sends an email to Bob Bowcock with an administrative assistant, Julie Finch, who copied, “It has come to my attention that you have invited someone to our meeting that we did not. We have specifically left out people that we felt would be combative and non-productive. I am sorry, but we would prefer if you meet with others separately.”

September 17, 2018: James Sparvero from Channel 6 news covers our meeting with Mr. Bowcock prior to the meeting with the city. 

September 17, 2018, at 12:00 p.m. Residents (except a "friend of the city") and Florida Health Connection, are closed out of the meeting.

September 18, 2018, at 4:11 p.m. Satellite Beach administrative assistant, Julie Finch, sends an email to 25 people "respectfully on Courtney's behalf." This email includes Mayor Catino and council members, “There are many Facebook pages, posts, and groups that are spreading very disparaging misinformation about the City. These posts were made after we decided not to allow the public to attend the meeting we held with Erin Brockovich’s “water guys,” BobWe decided to rotate out members of Council in the meeting.”

September 18, 2018, at 5:12 p.m. (misrepresented information): City Manager Courtney Barker sends an email to 25 people including the Mayor and council members: “We did not allow Stel Bailey and her group in the meeting, largely because we knew that they would make a scene, videotape people, and then later edit them to change the context, and later post it to Facebook.” “Additionally, this group held a meeting with Mr. Bowcock at 9:30am the same day (our meeting was at noon). We were not invited to that meeting. Neither was the press and it was not announced on Facebook by her or her team members.” “It has come to my attention they now are going to attend this upcoming City Council Meeting tomorrow night. It is not very often when we need to ask for your help.” “We very much feel that their claims are ridiculous and we need to end the circus so we can actually get real work completed.” “I am very concerned that this group is using our City to raise their profile.”

September 22, 2018, at 11:25 a.m. Stel Bailey writes City Manager of Satellite Beach, Courtney Barker, about Erin Brockovich tickets.  

September 20, 2018, at 3:57 p.m. The Chief executive officer of Florida Health Connection emails Chief Pearson asking for clarification on the September 17, 2018 meeting and if it was under investigation.

September 20, 2018, at 4:25 p.m. Chief Pearson replies that it is not.

September 22, 2018, at 8:53 p.m. Sergeant Steve Owens writes Mr. Pearson, Bert Berrios, and six other people regarding a resident who came into the lobby to file a report of a Sunshine Law violation.

September 24, 2018, at 4:47 p.m. Commander Berrios replies to Sergeant Owens, “I attended the meeting and no such violation occurred, therefore we will not file an incident report or accept statements.”

September 28, 2018, at 11:38 a.m. Police Chief Jeff M. Pearson writes Commander Bert Berrios, “Did you take care of this as per our discussion?” in response to the Sunshine Law Violation email chain with Sgt. Owens on September 24, 2018.

September 20, 2018, at 3:57 p.m. The Chief executive officer of Florida Health Connection emails Chief Pearson asking for clarification on the September 17, 2018 meeting and if it was under investigation.

at 4:25 PM:  Chief Pearson replies to the chief executive officer of Florida Health Connection and clarifies in writing that the September 17, 2018 meeting is NOT under investigation.

September 22, 2018, at 8:53 p.m. Sergeant Steve Owens writes Chief Pearson, Bert Berrios, and six other people to inform them of a Brevard County resident who came into the lobby to file a report of a Sunshine Law violation.

September 24, 2018, at 4:47 PM: Commander Berrios replies to Sergeant Owens, “I attended the meeting and no such violation occurred, therefore we will not file an incident report or accept statements.”
